French foreign minister Bernard Kouchner arrived in Sri Lanka looking to negotiate a humanitarian ceasefire in the island's civil war and to visit a refugee camp in the north of the country and a rural hospital provided by France.

It's been a very long time since we've seen international efforts like this, since the civilian population which has often been held hostage by both sides has been helped out on this scale.
Hospitals overwhelmed by the victims
We had to put up the whole. The French soldiers did it very quickly with a great deal of talent. But their presence was necessary. Have you seen the hospital nearby? It's overwhelmed.
